How about the following:

1. Overarching story / meta-narrative

The other two parties are basically the same, the Lib Dems have different values, do things differently.   The other two parties are the old politics, we are the new politics.  They are illiberal, we are liberal.  They are parochial and backward looking, we are internationalist and forward-looking.  Under both Labour and Tories, the world, our country and our communities have become less free, less fair, less green.   Only the Lib Dems will reverse this.

2. Manifesto structure

a) Lib Dem strategy for a free, fair and green world - building on themes in narrative 1.0 above;

b) Lib Dem strategy for free, fair and green communities - we're the "local" party, more say for local people over local services, less Whitehall/Westminster control  interference;

c) Lib Dem strategy for a free, fair and green Britain - at national level our policies on tax and benefits, criminal justice and the other things that are appropriately done at a national level will make our country more free, fair and green;
